englischIntergovernmental climate negotiations are characterised by a trust dilemma. This can only be resolved through leadership and mediation. Therefore, a broader understanding of the term governance is necessary to explain the results of climate negotiations. Using the example of the negotiations on the European Energy and Climate Framework 2030 in 2014 and the UN climate negotiations leading to the Paris Agreement in 2015, the author shows how the German government and the EU contributed significantly to the respective negotiation results in the multi-level climate policy system and how the negotiation results have, in turn, strengthened intergovernmentalism.
