englischIs Hungary an autocracy? This is the central question of this textbook, which takes an internal look at the Hungarian political system and analyses factors that are relevant to the system. Historical legacies such as the Habsburg monarchy, so-called goulash communism, system change and democratisation are significant for current developments, which are highly controversial and even more criticised in the German-speaking public. One thing is certain: Viktor Orbán's concept of the state has led to a more or less fundamental restructuring of the system since 2010. In ten chapters, the book examines how the concept of national cooperation (NER) influences political institutions, legislation and foreign policy, as well as the articulation of the interests of minorities and Hungarian civil society. It concludes with scenarios for the country's future development.
Ist Ungarn eine Autokratie? Das ist die Leitfrage dieses Lehrbuchs, welches aus einer Innensicht die Bausteine des Systems aufzeigt und nüchtern analysiert. Das historische Erbe, etwa die Habsburgermonarchie, der sog. Gulaschkommunismus, der Systemwechsel und die Demokratisierung sind bedeutsam für die aktuellen Entwicklungen, die in der deutschsprachigen Öffentlichkeit sehr kontrovers beurteilt, mehr noch kritisiert werden. Fest steht: Das Staatskonzept von Viktor Orbán hat seit 2010 für einen mehr oder minder fundamentalen Systemumbau gesorgt. Das Buch behandelt in zehn Kapiteln, wie das Konzept der Nationalen Zusammenarbeit (NER) die politischen Institutionen, die Gesetzgebung sowie die Außenpolitik beeinflusst und wie es sich auf die Interessenartikulation der Minderheiten und der ungarischen Zivilgesellschaft auswirkt. Am Ende stehen Szenarien für die weitere Entwicklung des Landes.
