From 1918/19, Arnold Brecht (1884–1977) worked as a republican administration moderniser and imperial reformer. In 1932/33, his attempt to use legal means to save democratic state power from being usurped by national rights failed. After then, Brecht worked as an administrative and political scientist in exile in North America. There, he persistently campaigned for the future reconstruction of a democratic constitutional state in Germany. He accompanied the emerging Federal Republic with personal initiatives. The essays in this book honour Brecht's contributions to the constitutional reorganisation, administrative optimisation and ideational foundation of German state authority in an international context.
