Außenwirtschaftsförderung für Klimaschutz?

This monograph, using a Historical-Materialist Policy Analysis, examines the introduction of climate guidelines for German foreign trade promotion in 2023. The traffic-light coalition introduced a climate test prior to the granting of export credit and investment guarantees. ‘Climate-friendly’ projects receive advantages, while fossil gas projects remain eligible for support. The compromise was preceded by conflicts between economic and environmental actors. Companies and associations warned of economic disadvantages, while NGOs criticized gas guarantees as misguided from a climate perspective. The study demonstrates how, within this policy process, contradictions inherent in a fragile green-capitalist transformation are condensed.
