The interplay between effective legal protection and the EU’s foreign policy discretion in the context of autonomous sanctions is complex. Since the unprecedented sanctions against Russia, it has increasingly occupied the Luxembourg courts and led to numerous landmark decisions. But to what extent do the courts succeed in balancing the different interests? To answer this question, key rulings from Luxembourg are analyzed. Particular focus is placed on the types of legal actions and the courts’ standard of review, which is critically assessed in relation to different types of sanctions. The study concludes by presenting new perspectives for judicial practice and legal research.
