Bürgerdialog bei der Infrastrukturplanung: Erwartungen und Wirklichkeit

The change in energy policy needs acceptance and, therefore, we need more citizen participation. You can hear this argumentative chain in numerous political and also expert circles, not only when related to electricity lines and wind turbines, but also to large infrastructure projects. However, this idea lacks a basis. Surprising is in fact that on the one hand there is a great number of informal dialogues practically carried out only by a very limited number of accompanying scientific investigations on the other.
This present publication shall contribute to the bridging of this gap. It contains the accompanying evaluation of a round table, the activities of which focused on a planned pumped-storage hydroelectric power station at the Upper Rhine. On the basis of such reliable empirical evidence detailed recommendations are developed in order to set the parameters for successful practical citizen participation.
