Is direct democracy a panacea for the deficiencies of modern democracies? The cross-national comparison of the municipal levels in Switzerland (Aargau) and Germany (Baden-Württemberg) takes up this question and discusses the strengths and weaknesses of direct democratic participation from different perspectives. In addition to the definition and analysis of direct democracy and its basic preliminaries, further legal and political aspects are debated. As the positive effects of direct democracy for the input legitimacy of the political system are widely undisputed, the analytical focus lies on the potential adverse consequences for the output legitimacy.
The work builds on methodological considerations of Sabine Jung (2001) and uses inter alia Tsebelis’ veto player theory. The findings allow general predictions in case that the implementation of direct democracy spreads beyond the Swiss border.
