This textbook offers a systematic introduction to the German political system. It is aimed at students of political science as well as anyone interested in gaining a theoretically and empirically sound overview of the political institutions and processes in the Federal Republic. The individual dimensions of the political system are analyzed from a unified perspective based on the distinction between majority and consensus democracy. A particular focus of the presentation is on political decision-making and decision-making in the multi-level system, which ranges from the municipal to the European level. This provides a comprehensive and clear picture of how German democracy is structured and how it functions.
The 2nd, completely revised and updated edition takes up the developments since 2022: from the security and geopolitical turning point (“Zeitenwende”) following Russia's attack on Ukraine to the spectacular break-up of the “Ampel coalition” in November 2024 and the early federal elections in February 2025. Particular attention is paid to the question of what a contemporary interpretation and practice of “defensive democracy” could look like. Against the backdrop of authoritarian challenges, answers are sought as to how the resilience of liberal, representative democracies can be strengthened.
The authors
Dr. Florian Grotz is Professor of Political Science, in particular Comparative Government at the Institute of Political Science at the Helmut Schmidt University of the Federal Armed Forces in Hamburg.
Dr. Wolfgang Schroeder is Professor of the Political System of the Federal Republic of Germany – Statehood in Transition at the University of Kassel and Fellow at the Social Science Research Center Berlin (WZB).
