Data transfer in public administration is a key factor in the modernization of public services. Uncertainties about the lawfulness of data transfers, however, prevent citizens from being effectively relieved of their burdens. Based on a legal comparison between German and Brazilian data protection law, the book discusses the lawfulness of the transfer and receipt of personal data in terms of legality, purpose limitation and transparency. It also presents solutions for data transfer based on the double-door model.
