Heat networks are one of the most important options for meeting requirements of the new German heat law. The practical relevance of heat networks will remain high. However, legal adjustments are necessary. The time frames of the GEG must be liberalized. Residential tenancy law also needs to be optimized: In particular, the restrictions that apply to the distribution of heating costs must be revised. A comprehensive reform of Section 556c of the German Civil Code (BGB) is urgently needed, as well as a closer look at modernization law. Concrete proposals by the author show which legislative adjustments are necessary for the heat transition to succeed.
