Until the adoption of the Arms Trade Treaty, international arms trade was an unregulated field, which has become more important in recent years due to an increasing number of armed conflicts. This study contributes to the clarification of issues concerning international trading in conventional arms and dual-use goods. It first presents a summary of past and present agreements on regulating exports and relates them to the Arms Trade Treaty. It continues with a legal analysis of the Arms Trade Treaty and its regulatory loopholes, and against this background it highlights the tension between state sovereignty and human rights. Subsequently, the book highlights the connection between the Arms Trade Treaty and the regulation of dual-use goods, and in this way offers solutions to questions related to the regulation of dual-use goods and technologies.
