Der Bayerische Medienrat: zwischen öffentlicher Hand und Gesellschaft

Historically, the press and broadcasting have developed differently. According to the German constitutional court, both the fundamental freedoms of the press and broadcasting are supposed to help people to form their opinions freely. However, the constitutional requirements for the state in ensuring these freedoms differ. This report reveals to what extent the independent broadcasting institutions in Germany’s federal states, which monitor and control private broadcasters, are subject to national legal supervision.
