Der effiziente Zugang zum Elektrizitätsversorgungsnetz nach § 20 Abs. 1 EnWG

For the first time, this work examines in detail the criterion of efficiency of network access to the electricity supply networks in Section 20 (1) EnWG. Starting from the fundamentals of network access regulation in energy law, the criterion’s background and content are explored. The extent to which the criterion does not describe the economic efficiency, but rather the effectiveness of network access is examined. With a view to its practical relevance and, in particular, the enabling of new business models, it is looked into the existing balancing requirements and processes for supplier switching for their compatibility with the efficiency criterion.
