The constitutional norms on the domestic deployment of the Bundeswehr have remained unchanged since 1968. From a French point of view, it is no longer possible to split internal and external security. This realisation enables us, among other things, to discuss an amendment to Germany’s ‘Grundgesetz’ or constitution. The Bundeswehr continues to be confronted with resentment that can be traced back to earlier German armies. This study aims to engage in an objective debate on extended domestic deployment of the armed forces in order to scrutinise the constitutional ‘status quo’. It emphasises the immovable limits and possible room for manoeuvre that the constitution sets out for the reorganisation of the legal situation relating to the Bundeswehr’s domestic deployment.
