Competition in the usage of the limited land resources in Germany is huge. Based on this observation, the author analyzes the legal consequences which occur in cases where beneficiary interests under construction planning law collide with the domain of area protection by conservation law in the outer zone. The thesis explores admissibility criteria which apply to outer zone construction projects within zones protected by conservation law instruments, developing them from both the perspective of construction planning and conservation law, conversely.
