Since January 1st 2013 the new launched financing form of public service broadcasting inflames the ongoing political and social discussions if the Rundfunkbeitrag is constitutional in its present form. This existentially question is elaborated and answered within the dissertation especially in the context of fundamental right of freedom of broadcasting and funding public service broadcasting significant for a liberal-democratic society.
First, Germany´s system of public service broadcasting and the basis of its funding are described. Subsequently the authoress examines the reasons and the reform proposals for a realignment of funding public service broadcasting, and analyzes the facts of the new Rundfunkbeitrag reviewing carefully its constitutional legitimacy.
In addition, the authoress classifies the legal nature of Rundfunkbeitrag as a contribution which meanwhile is confirmed by jurisdiction.
