What does the German Basic Law mean when it referts to 'terrorism'? This book develops for the first time a comprehensive constitutional definition of the term terrorism in Article 73(1) No. 9a of the Basic Law. Based on the thesis of a tacit and dynamic reference, it shows how the constitutional term takes shape autonomously and what significance it has for the distribution of powers within the federal state. The study combines constitutional dogmatic analysis with security law issues, thereby making a fundamental contribution to the classification of counterterrorism in the German federal state. The author works in constitutional and security law.
