Der Wandel vom fürsorgenden Wohlfahrtsstaat zum aktivierenden Sozialstaat

The author analyses the opportunities and challenges arising from the transition from a caring welfare state to an activating social state and examines its implications for social work. She demonstrates that labour market and education policy measures, as well as the promotion of civic engagement, can strengthen social participation. However, the implementation of these measures is hindered by limited resources and unequal access. Furthermore, this transformation creates new areas of tension, presenting new challenges to the profession, the practitioners and the recipients of social work. As a human rights profession, social work must adopt a clear political stance.
