The consumer-centric electricity market is the new paradigm in electricity market regulation in Europe. Small players such as prosumers and energy communities become increasingly important and call for a re-evaluation of the current ways to trade electricity. This work focuses on innovative ways to integrate small players in a regional context and identifies path dependencies in the existing legal framework that have historically supported a centralized market order in the electricity sector but now hinder the implementation of new approaches. With the proposal of an energy platform cooperative, an organizational model contributing to a just energy system transformation is presented.
