Die Beschaffung sauberer Fahrzeuge

With the amendment of Directive 2009/33/EC (Clean Vehicle Directive), the European legislator has reacted to the hesitant and inadequate procurement of low- and zero-emission road vehicles by contracting authorities. Therefore, Germany enacted the "Gesetz über die Beschaffung sauberer Straßenfahrzeuge“ (Clean Vehicle Procurement Act), although many questions remain open. On the one hand, there is the extended scope of application with multiple exceptions, and the many facets of the new mechanism of minimum targets. On the other hand, we have the question of integrating the requirements of the law into the procurement procedure. This work discusses the many challenges and provides solutions for contracting authorities and contracting entities.
