Due to its monopoly the public service broadcasters strongly influenced international broadcasting co-operation until the deregulation of the European broadcasting market. European unification, the globalization and digitalization of broadcasting challenge the present cooperation structures. The European broadcasting organisation EBU today has particular importance based on the services that it renders mainly for public service broadcasters as a joint undertaking. This led and leads to conflicts with the European competition system.
The author reviews the structure and organisation of the EBU and compares it with similar organisations that were set up in other parts of the world. Particular attention is then given to the conflicts within the internal market that arise out of the transborder co-operation of public service broadcasters.
