The anthology deals with a highly topical and deeply contentious issue of fundamental importance for the civil rights of EU citizens: counter-terrorism policy within the European Union"s efforts to promote co-operation in justice and home affairs. It comprises articles by representatives of various positions from politics, jurisprudence, and the social sciences.

The first part of the volume deals with basic questions of the tension between security and freedom and the consequences of counter-terrorism policies for fundamental rights and civil liberties. The second part is more narrowly focussed on counter-terrorism strategies in the European Union. Specific aspects dealt with in detail include the current state of, prospects for, and problems with counter-terrorism activities, as well as specific legislative and operational measures, such as framework decisions on combating terrorism and on the European arrest warrant, Europol, and parliamentary aspects of the fight against terrorism.
