Cycling is often considered a key pillar of climate-friendly, space-efficient urban mobility —but how can more people be encouraged to cycle as part of their daily routine? This dissertation explores the intersection of transportation science and public law to examine whether individual determinants of travel mode choice are duly taken into account in German public law – most notably, under planning and traffic law regulations. Identifying significant gaps of the legal framework to consider subjective mode choice criteria, the author then develops practical legislative proposals – from flexible parking spaces to municipal stress level maps.
