Whoever wants to know how a doctor is being payed for medical services in the German national health insurance should read this book. It shows how the complex system of regulation for the doctor’s fees has developed and how it is actually ruled. The members of the health insurance funds (“Krankenkassen”) pay premiums. The funds give overall remunerations to the Associations of Statutory Health Insurance Physicians, which in turn distribute the remunerations among their members, the doctors. The focus of this work is the administrative act of distributing the money, the so-called “Honorarbescheid”, with which the Associations of Statutory Health Insurance Physicians determinate the fees for the doctors. Due to Federal Social Courts jurisdiction, that is analysed within this work, this act has some specialities in comparison to other acts of administration. It is easier to revoke, because it is qualified by the Federal Social Court as a preliminary act.
