By abandoning fixed legislative periods in favour of permanent electoral options, the dissertation pursues a completely new approach of linking state decision-making to the permanently changing will of the people more intensively in terms of both time and material than is possible with a period-based electoral system. The basic idea of the work is that the possibilities of digitalization enable alternatives to voting on ballots to be used to cast votes and determine results independently of fixed deadlines, without compromising the principles of electoral law from Article 38 (1) s. 1 GG or incurring the disadvantages of direct-democratic decision-making instruments.
