Neither the adherence to a certain parliamentary size nor the representation of proportional representation are decisive criteria. Representation in the sense of responsiveness is central. For the first time, there is also an overall presentation of the debate on electoral law since the Parliamentary Council, which makes the influence of party interests on the arguments visible. In addition, the work provides a comprehensive presentation of the relevant case law of the Federal Constitutional Court.
