The civil protection system in Germany is facing new challenges due to climatic, social and geopolitical changes. The volume defines the relevant legal and technical terms, distinguishes them from each other and presents the legal borders in which civil defence and disaster control are framed. Problems of constitutional and simple law are identified and solutions are proposed.
Emphasis is also placed on examining the organisational law of the various actors in civil protection. In addition, personnel law provisions concerning fire brigades, relief organisations and THW, among others, are examined, with a focus on voluntary legal relationships.
