In response to the challenges of climate change, cities are emerging as new players in the international climate protection system alongside states, NGOs and international organisations. What role do cities play and do their networks represent a new category of actor sui generis under international law? The study analyses the climate protection activities undertaken by city governments and its legal framework.
In particular, a comparison is made between cities, their networks and non-state actors. Furthermore, the work contributes to the legal debate on the principle of transnationalisation. The author is a legal officer in the sub-division „Offshore Projects“ at the Federal Maritime and Hydrographic Agency.
