Die Verwaltungsorganisation in der Seeschifffahrt

This work comprehensively presents and critically analyses the complex German administrative organisation in maritime shipping. For this purpose, first the legally regulated responsibilities and then the numerous cooperations between the federal, but especially between the federal and the state authorities, such as the Central Command for Maritime Emergencies, are examined. The following legal analysis looks in depth and critically at the general constitutional, especially federal, principles for such administrative cooperation and develops them further. The work is rounded off by a consideration of the requirements of financial constitutional law and the consequences for such federal-state cooperations.
