This study analyses civil service job evaluation as an institution of civil service, budgetary and organisational law at the federal, state and EU levels. It offers academics and legal practitioners a systematic examination of the legal foundations and points of contention, as well as selected issues of justiciability. Using a comparative law approach, the work identifies differences across regulatory levels and develops proposals for improvement. These address issues such as documentation requirements, legal remedies and inconsistencies in job evaluation. Particular challenges arise from EU directives and a lack of consistency in case law.
The author teaches and conducts research in Public Law, European Law and International Law.
