Demands for a development of direct democratic instruments, particularly after the introduction of the referendum on the federal level, are raised in Germany in the political as well as in the social spectrum. Switzerland is seen and referred to as a role model for possible regulations and procedures, because the participation rights of the people are highly developed at the federal level.
