Dual-Use-KI im Völkerrecht der Exportkontrolle

This book provides the first comprehensive analysis within the field of international law concerning the export control of dual-use AI—a technology with profound implications for international peace and security. As starting points, it develops a novel, risk-based concept of dual-use and an international export control law framework derived from arms control treaties, UN Security Council resolutions, and multilateral export control regimes. Against this backdrop, the analysis identifies state obligations to control cross-border AI transfers and highlights previously overlooked regulatory gaps. It also critically examines intersections with other areas of international law and offers approaches for strengthening the governance of AI exports.
