This book provides the first comprehensive analysis within the field of international law concerning the export control of dual-use AI—a technology with profound implications for international peace and security. As starting points, it develops a novel, risk-based concept of dual-use and an international export control law framework derived from arms control treaties, UN Security Council resolutions, and multilateral export control regimes.
