The study analyses which factors determine the decision-making process of the UN Security Council for military operations mandates in the tenure of UN Secretary-General Boutros-Boutros Ghali (1992-1996).
The process-analysis conducted demonstrates that central parameters are less of organizational nature but rather depending on structure, environment and specific topic of the decision. Determining factors for the decision-making are the stake-holders intentions and the limitations of the mission in question as well as the geographical region in focus. Depending on these criteria decisions on their commitment are taken by the different actors. In any case the permanent members of the Security Council closely guard their positions as central participants in the deliberations. In addition, the work highlights and assesses the possibilities for other members of the Council as well as non-member states, groups and individuals within the UN system to influence the process.
The analysis finally shows that due to the outstanding role of the United States three different decision-making processes existed, subject to U.S. interest and intentions in the period in focus.
