Climate change has incited political action in Germany, too. Some federal states have passed their own climate protection laws with their own climate protection goals. However, what can the climate protection laws of the federal states contribute to the multilevel federal system in Germany? How are they designed? What operational framework exists for them? And what can the laws not achieve?
In this study, the climate protection laws of North Rhine-Westphalia, Baden-Württemberg and Rhineland-Palatinate are presented comprehensively and then compared and assessed in terms of their effectiveness and suitability. The analysis also includes the approaches of the other federal states and those adopted at national level and by selected European countries with their own climate protection laws. Taking into account German federalism and the overall concept of effective legislation, the study determines the advantages and disadvantages of those law and suggests ideas for the further development of climate protection laws in Germany’s federal states.
