The fourth, comprehensively updated and expanded edition of this textbook offers a systematic, didacti-cally organised and internationally comparative introduction to federalism. In particular, the following topics are addressed: the theoretical and constitutional foundations of federalism (including its institutional features such as second chambers and financial constitution), forms of political decision-making in federalism (electoral systems, party systems, direct democracy), debates on reforms to the federal order, the effects of the coronavirus pandemic on federal politics and the progressive or stagnating federalisation and decentralisation of the states of Eastern and Western Europe.
