Description
Renewable Energy Communiteis are intended to strengthen the acceptance of renewable energy systems and enable decentralized, efficient supply structures. Their promotion is in conflict with the cost-efficient promotion of renewable energies, which is discussed in the first part of the thesis. The failure of an initial attempt to regulate this conflict in the EEG 2017 is analyzed. The legal framework provided by RED III and the Electricity Directive for the promotion of Renewable Energy Communities and other “prosumers” is examined and illuminated. On the basis of this analysis, the author examines the provisions of the EEG 2023 and state law regulations with regard to the resolution of the conflict of control and conformity with Union law.
