This dissertation examines the Herdegen-Dolzer rationality model aimed at balancing food safety with the free movement of goods in WTO law, EU law, and mega-regional trade agreements. It offers several unique features: for the first time, the rationality-based standards of the Bonn School are discussed in the literature, and WTO cases are analyzed from a Japanese legal perspective. The study also highlights key differences between the SPS-Plus provisions of CPTPP and JEFTA. Finally, it provides an in-depth analysis of mega-regional trade agreements, focusing particularly on CPTPP and JEFTA, through a comparison of the Good Governance model and the EU’s fundamental rights protection model.
