Freiheit – Sicherheit – Unsicherheit

This work examines the tension between security and freedom in biosecurity situations where there is a concern that scientific results could potentially be abused by terrorists. In these situations, the probability of a security threat cannot be predicted and the mechanisms of risk law can only be applied to a limited extent.
The Dual-Use Regulation, which imposes approval requirements for publications in the field of influenza virus research, is considered as a reference area. In doing so, however, the importance of communication for the system of science, as well as the security-creating character resulting from scientific progress, are not sufficiently taken into account.
