The study examines the question of how the cooperation between football stakeholders and the police can be further expanded and how not only violence can be prevented but also police deployment hours and costs can be reduced. In addition to security activities by associations and clubs, preventive police measures play a special role.
The study also examines how the Bremen regulation on police costs for high-risk football matches and the related case law affect the cooperation of security actors. It is shown that the regulation is not only constitutionally questionable. It also raises a variety of consequential questions under police law and is counterproductive for cooperation on the ground.
