Grund und Grenzen einer verursachungsgerechten Regulierung der Breitbandnutzung

This book deals with the political demand for a regulatory induced contributation of (large) content and application providers (CAPs) to network costs in the telecommunications sector. In the light of avoiding network congestion, the author examines the current regulatory framework of EU net neutrality and the legal requirements under EU law for the implementation of a causation-based regulation of broadband usage, which form the basis for concrete proposals for a new regulatory design. In addition, the author examines the requirements under EU law for the introduction of a parafiscal levy on CAPs at EU or national level.
