Policy changes of the U.S. have a global sphere of influence. All the more we must be able to identify their nature - especially in the area of national security policy change. The work in hand develops a concept to identify national security policy change that is missing in the current political science community. On a broad empirical foundation of seven cases it puts theories of international relations to the test to expose their strengths and weaknesses. In this way the work contributes to a more adequate explanation of U.S. national security policy change.
