Possession of a passport is required for carrying out deportations and identity clarification is a preliminary step in obtaining a passport. This takes place in a three-pole negotiation process between the person obliged to leave the country, the immigration authorities and the country of destination. Cooperation between all parties involved is needed for success – but their interests may be conflicting, and often problems arise in practice. Enforcing the duty to cooperate comes up against legal and factual limits and in many cases leads to the integration policy dead end of chain toleration. The study shows that incentives to cooperate by offering reliable prospects of staying are a constructive path to orderly migration.
