Federalism matters! National and subnational units within a federal system have different interests in climate policy. The federal conflict-solving strategy is determined by the focus and design of German climate protection measures. With the three examples of ‘renewable energies’, ‘the emissions trading system’ and ‘the energy efficiency of buildings’, this case study shows the essential mechanisms of climate governance in German federalism from 1990 to 2014. This study further shows why the relationship between federalism and climate policy is suspenseful and what productive measures but also limitations result from an effective federal climate policy. The analytical framework of this case study shows the diversity of the preconditions, processing patterns and strategic options in party political, federal and European arenas that are related to this field.
