Federal systems are characterised by their combination of subsidiarity and the need for shared governance. This raises the question of how much and what form of solidarity is necessary to ensure the functional operation and social cohesion of federal systems. Fiscal federalism’s equalisation mechanisms in particular show that interterritorial solidarity can be a burden. The articles in this year’s special issue offer various insights on this topic.
