There is no doubt that time – time scarcity, time spent together, leisure time – forms an increasingly important part of everyday life, that of both families and individuals. Therefore, it is important to know how the temporal conditions of everyday life can be reshaped with a view to citizens’ quality of life. This book explains in detail why a local framework (communes) and local authorities play an important role in local family time policies. On a local level, family-oriented services can contribute to the quality of everyday life better by both making them centrally more easily accessible and decentrally bringing them nearer to users and their demands. In order to be able to achieve these objectives, communes need the expertise and the methodological know-how which are explained in this book. The book, which draws on time-policy experiences in Italy and France, is based on an expert report written by the author for an official state inquiry into the future of the North Rhine-Westphalian Parliament’s family policy.
