Description
Cities and municipalities take a stand on current issues, adopt positions and pass bylaws as an expression of their self-government. The "felt" self-concern stands in a tense relationship to the legal self-government competence. The demarcation of the (permissible) local political mandate from the (impermissible) general political mandate therefore requires constant reassurance and updating. The present study demonstrates a borderline crossing in the case of the bans on advertising for alcoholic beverages in public areas and facilities that are being considered in some places.
