The book uniquely combines a comparative theoretical analysis of different regulatory systems with an empirical study of the practice of competence-based personnel selection and development in the public sector in France, Italy, Poland and the United Kingdom in the form of case studies. As a contribution to empirical administrative research, it addresses both scholars of public administration and practitioners working within it. On the basis of the various national manifestations of the principle of merit-based selection, the work develops concrete best-practice examples and general optimization approaches, from which it derives practice-oriented recommendations.
