In 1993, the Russian Constitution enshrined, among other rights and freedoms, those that ensure citizens’ participation in managing state and public life, serving as the basis for the formation of civil society. Over the years, they have not become widespread among the general public. One reason for this is that a mere proclamation of rights and freedoms is not sufficient for their successful implementation. This requires the creation of favorable legal conditions, which are currently lacking in Russia. The book examines problems of legal regulation of the specified category of rights and freedoms, the transformation of legislation over the past two decades and its consequences for both individual citizens and Russian society as a whole.
