The countries of Europe are drawing closer together. While lawmaking in all the Member States of the European Union bears the imprint of EU legislation, the same is also true of the countries which are neighbours of the EU. Various European countries are preparing for membership of the European Union and are therefore stepping up their activities in the field of comparative legal studies. Legislation in all European countries now needs to be focused more on quality than on quantity.
A conference held in Germany in 1991 was devoted to this and other legislative problems. The conference was attended by experts from twenty-five countries and they included members of parliament, government officials, scholars and legal practitioners.
This is the first publication of the "European Association of Legislation" which now has more than 120 members including six national legislation associations.
This work is the first one to adopt a comparative perspective in order to make legislative objectives, instruments and processes more transparent. This work will be found particularly useful by legal experts who engage in drafting, interpreting, implementing, and evaluating legislation.
